RESCALED is a European network organisation with members in seventeen countries: Austria, Belgium, Croatia, the Czech Republic, Estonia, Finland, France, Germany, Italy, Ireland, Kosovo, Malta, the Netherlands, Norway, Portugal, Romania and Spain. RESCALED has national offices in six countries: Belgium, the Czech Republic, Germany, the Netherlands, Norway and Portugal. In each country, different national offices, members and partner organisations are supporting the implementation of detention houses in their own way.

Marco Ribeiro Henriques, Karla Tayumi Ishiy and Elis Bastos coordinate RESCALED in Portugal. They are based at RESHAPE, an NGO that seeks to implement humane solutions in small-scale, differentiated and community-integrated detention houses. RESHAPE implements and disseminates new approaches ensuring dignified reinsertion of all people who are or have been imprisoned.

As the Executive Director, Helene De Vos is responsible for directing the organizational strategies and coordinating the activities of the European and national RESCALED Offices. After her studies in criminology, Helene became a prison researcher at the Leuven Institute of Criminology (KU Leuven). Her doctoral research focused on the normalization of living conditions in Belgian and Norwegian prisons. By spending a great deal of time in these prisons, not only her academic interest grew, but also her motivation to change the prison system. That is why Helene established RESCALED in 2019 together with like-minded people from five European countries.

As the Head of Social Impact, Veronique links the mission of RESCALED to social trends, international developments and to organizations working in the (criminal) justice sector. Veronique studied social psychology. In addition to her studies, she spent several years as a volunteer at Exodus. Later she taught philosophy in prisons and since then she has been dealing with the question of how society can morally develop. She previously worked for the human rights organization Netherlands Helsinki Committee in the Balkans.

As the Public Affairs & Research Manager at RESCALED, Noa is responsible for managing strategic communication, branding efforts and event coordination. She holds a Master’s degree in Criminology from VUB (Vrije Universiteit Brussel). During her academic journey and internship at RESCALED, Noa’s commitment to support meaningful change within the criminal justice system grew. She believes in the organization’s mission and remains dedicated to bringing together actors from all over Europe with the aim of building a safer, more inclusive and sustainable society.

Laura holds a bachelor's degree in Applied Psychology (Howest) and a master's degree in Criminology (KU Leuven). During her studies, she gained several work experiences, including at the federal police in Leuven, a shelter for people who experience homelesness and in small-scale facilities for people with drug addiction. The combination of these different experiences made her realize the importance of reintegration and rehabilitation and the difficulties of the current prison system. She believes strongly in the rescaled concept and hopes to make a valuable change through this work.

Bauke De Bie holds a master's degree in Criminology from the University of Ghent (2022). She gained experience as an intern in the prison of Oudenaarde. After her studies she worked one year as a prison governor in the prison of Oudenaarde. Bauke is a member of vzw De Huizen since 2023 and started in 2024 as the Belgian coordinator of RESCALED and the national coordinator of vzw De Huizen.

Marlies completed her Social Work studies in 2004. She holds a Master’s degree in Social Work (university Gent) since 2006. She worked for nine years as a social worker for CAW Noord-West Vlaanderen in the prisons of Bruges and Ruiselede supporting inmates during their stay in prison. In 2017 she stopped working at these prisons and started working in the field of victim–offender mediation for minor offenders commissioned by the legal authorities of Ghent, Oudenaarde and Dendermonde. Marlies is a member of De Huizen since 2019 and in 2020 joined both VZW De Huizen and RESCALED as a team member.

Hans Claus holds a Master's degree in criminology from the University of Ghent (Belgium) and has been working as a prison governor since 1986 – in the prisons of Ghent, Bruges, St-Gilles, Dendermonde and Oudenaarde (until 2024). Since 2000, Hans has been a member of the League for Human Rights (Liga voor Mensenrechten), and since 2012, he has also been the secretary of De Huizen vzw/Les Maisons asbl and Board member of RESCALED. But first and foremost, Hans is a poet and visual artist.

Manu holds a Master's degree in Criminology (Ghent University). He gained experience as an intern in the prison of Oudenaarde and by joining research concerning the use of drugs in all the prisons of the region of Flanders and Brussels. Manu has a special interest in public opinion regarding detention and detention houses. He wrote his master's thesis on this topic and now has a special focus on this issue in his current job. In 2018 he started his own non-profit organisation that focuses on transition houses. Manu has been a member of De Huizen since 2018 and started in 2019 as the Belgian coordinator of RESCALED and the national coordinator of vzw De Huizen.

Elis holds a bachelor's degree in Law from the University of Coimbra and is currently completing her master's in European Law at Leiden University. She serves as the Advocacy and Public Policies Project Manager at RESHAPE. Elis has been involved in various human rights projects, primarily aimed at raising awareness within the student community. Since first engaging with RESHAPE, her focus has shifted more specifically to human rights in the prison system.

Marco is the CEO of RESHAPE and an Invited Assistant Professor at the Polytechnic University of Viseu (Portugal). He is a passionate advocate for human rights and has a strong academic background in the legal field. He is actively involved in volunteer projects, and with numerous publications, Marco continues to make significant contributions to his field and is committed to creating a positive impact in his community and beyond.

After working with NGO’s focused on development work all around the world and doing a lot of volunteering at refugee camps, Elsbeth joined RESCALED at the beginning of 2020. Having her own company doing graphic design she came in contact with someone who wrote about prison. Designing his new book made her interest about the prison system grow. Being accustomed to try to solve the ‘fires’ at the refugee camp and the NGO, Elsbeth is really happy to work together with RESCALED to support the movement by making a fundamental change. She now coordinates the Netherlands Office of RESCALED.

Veronique studied European governance & policy at The Hague University and social psychology at the Free University of Amsterdam. Her work focuses on transforming the way people think about the criminal justice. Gert Jan Slump (1962) is an independent criminologist and restorative justice and criminal justice innovator. He is co founder of Rescaled and Restorative Justice Netherlands and co-initiator of peer led Youth Courts in the Netherlands. He co-developed a new model for democratic decision making and planning in large scale issues and conflicts (communityprocessing). He works as strategic leader, developer and advisor and charismatic speaker and trainer.

Annelyn works as a entrepreneur and has a commercial background. She joined RECALED at the beginning of 2022. Lenka co - founded RUBIKON Centrum in 1994. She has a master´s degree in Social Work. During her whole professional career, she has been working in the criminal justice system, she has experience of both the public and not-for-profit sectors. Currently she is involved in advocacy work endeavouring to change criminal justice policy in the Czech Republic.

Since October 2023 Marte has been a part of the Norwegian Office of RESCALED. She has a master's degree in criminology from the University of Oslo. During her years as a student, she has developed a great commitment to work for a more meaningful penalty that is adapted to each individual.

Johan’s interest in incarceration first occurred outside a Moroccan prison. He could see the inmates in the yard and was told that Europeans survived a maximum of 6 months in such a prison. Later, he had the opportunity to be a guest of Norwegian prisons. Today, he works with inmates establishing a new life after their sentence. When he was introduced to Rescaled, he felt that his ideas and thoughts for a better prison future found common ground with the movement.

Ulrich "Ulie" Weinhold is a lawyer who spent two decades working in international development cooperation. While supporting Seehaus in peacebuilding in Colombia, he became a strong advocate of restorative justice. He holds a master's degree in organizational development and an MBA in sustainability and NGO management in SDGs. He joined Seehaus e.V. in 2022 as a Restorative Justice Officer and Legal Of-counsel.
